Since becoming the second-ever commissioner of MLS in 1999, Garber has witnessed the transformation of the league, marked by its expansion, attracting record crowds, and signing international stars like Lionel Messi. He credits the league's maturity to its focus on nurturing talent through extensive youth development programs, including the creation of academies and youth leagues. This commitment to development is evident in teams like the Philadelphia Union, which recently won the league with a significant contribution from academy players.

At the 11th Aspire Academy Global Summit in Philadelphia, where he shared the stage with Carli Lloyd, a two-time Women's World Cup winner, Garber expressed pride in the infrastructural advancements within U.S. soccer. According to him, facilities critical to nurturing young talent are proliferating across MLS markets, from Philadelphia to Miami. He highlighted the universal appeal of soccer, noting its power to unite different groups, including coaches, players, and fans, especially when major events like the World Cup are hosted in the U.S.
