10. Indianapolis Colts

Offensive success continues to elude the Indianapolis Colts. The Colts have fared better with their backup under center than their starting quarterback. While their defense has been a bright spot, inconsistency limits their ceiling.
9. Pittsburgh Steelers

Someone should remind the Pittsburgh Steelers that while defense wins championships, quarterbacks are essential to a roster. Now, onto Plan Z: The Steelers are still looking for a starter for next season.
