NFLPA 5 Best NFL Owners Report Card Rankings: Dolphins Score Big

1. Stephen Ross - Miami Dolphins: A+
The oldest member on our list also has the highest scores in the NFLPA survey. Not only are the Miami Dolphins ranked as the best franchise in the league overall, but Stephen M. Ross is the top owner.
The 83-year-old has been at the helm since 2009 and brought in star power in the form of singers Gloria Estefan and Marc Anthony and tennis superstars Venus Williams and Serena Williams as minority owners.
Despite Miami only seeing three postseason appearances under his tenure, Ross scored a 9.9 out of 10 in willingness to invest in team facilities, by far the highest mark.

5. Greg Penner - Denver Broncos: A
The Walton-Penner group bought the Denver Broncos in 2022 for a then-record $4.65 billion. The family business consisted of Rob Walton, his daughter Carrie Walton-Penner, and his son-in-law, Greg Penner. At first dad and daughter ran the team, but transferred controlling owner designation from Rob to Greg Penner, also CEO, early last season.
Whatever they are doing in the Rockies is working, as players gave Penner a 9.6 out of 10 (5th overall) for willingness to invest in the facilities.
Denver is coming off a disappointing 8-9 season in which they missed the playoffs for the second straight year. Still, the Broncos improved from a 5-12 mark in the first year under the new ownership team.

4. Steve Bisciotti - Baltimore Ravens: A
The Baltimore Ravens have been as competitive as any team in the past few decades. Part of the reason has been the steady ownership of Steve Bisciotti. Bisciotti bought the team in 2000, which promptly went on to win the Super Bowl in his first year at the helm. He is credited for hiring an inexperienced John Harbaugh as head coach at the time and transforming the Ravens training and practice facility.
Two decades later, the moves hold up, as Bisciotti received a rating of 9.6/10 from the Ravens players in willingness to invest in the facilities (4th overall). Harbaugh is entering his 17th season at the helm of the Ravens with a resume that includes a Super Bowl, 11 postseason appearances, five division titles, and the 2019 COY award.

3. Shahid Khan - Jacksonville Jaguars: A
Shahid Khan is your classic billionaire owner with a taste for multiple sports. Khan bought the team in 2012 to become the first member of an ethnic minority to own an NFL team. It's certainly been an up and mostly down decade-plus for the Jags, with the team winning at least 10 games just once in his tenure.
Also, the owner of EPL soccer team Fulham and wrestling company AEW, Khan, scored high in investing in the team. He received the third-best rating in the league in putting money into the facilities.
